Only a small percentage of them are usable. For example, 456 gives a good Ab (2nd open tone) just below the piano and the rest of the open tones that come with it. 45 gives a good D (5 lines below the staff) on the BBb side and is the aforementioned Ab on the EEE side. Adding the first valve to either of these 45 combinations lowers it a semitone. So we are saying that out of all the combinations there are four that are good. There are many others one could lip is necessary but with so many legitimate ways to finger them one usually does'nt bother. They are usefull for playing quarter tone scales, however. And if you wish to keep the timber constant during an ascending or descending passage by avoiding pedal tones they are usefull.
