It is my personal belief that the effect of lacquer will be less than the dampening effect of holding the horn (imagine 3 cymbals: one raw brass suspended, one lacquered suspended, and one being held. While the lacquer may effect the sound, it pales compared to the one being held). Of course if you really want to improve the sound of any horn, you can remove the lacquer in the spots where you actually come in contact with the horn, slowly (through years of use). Everything else is purely speculation and subject to interpretation.
