The more-or-less permanent fix for leaking valves is replacement--and isn't cheap.
As a stopgap, try heavier oil (like sewing machine oil) or fishing reel lube.
When I get water collecting in unlikely places, I look up. Generally it's raining out here in the Pacific Northwest this time of year...
