You might want to deal with a company like The Woodwind and Brasswind, Dillons or Baltimore Brass. When I ordered my Holton a few months back I ordered it through The Woodwind and Brasswind in South Bend Indiana. Roger Lewis was really helpful and instead of having the horn shipped directly to me I had it shipped to Roger at the store. Good thing, Roger tested the horn to make sure that it was sound and the intonation was acceptable. But Roger also noticed that the silverplate had bubbled in two spots on the horn. He worked with Holton and got the horn graded as B-Stock. This lowered the price of the horn. Had I shipped it directly to me, this probably wouldn't have happened, I would have had to pay full price for the axe. All told, I'm very happy with the horn and the whole experience of the purchase. Though the WW&BW doesn't sell Conns, I would imagine that Dillon's or Baltimore Brass have a low brass specialist that could help you out with your purchase so that you don't get burned.
