Honestly, the scanning software for either program is about as good the other. Neither are really worth the time that it takes to actually edit, but they are a lot better than they used to be. I would select Finale because of the fact that, like almost every other program that I've seen (not just notation), it is tool based. The chore with Sibelius (great program, I just don't prefer it) is that you have to be able to learn a whole new style of interface. The scanning software for Sibelius is the better one, in my opinion. But your musical thoughts will be disrupted by your brain having to adjust to the new interface until you get used to it, and the small edge that the Sibelius's software has over Finale's doesn't really make up the difference.
My opinion for what it's worth.
