I understand your question. Having gone through the same thing I would suggest you try a couple of things:

1. You could place a newspaper ad (although I don't know if that's your best avenue).
2. Post a written ad on local music institutions, college, university bulletin boards.
3. Call local music teachers and ask for a list of students they think might be interested.
4. If age is an issue, talk to local pros and ask if they know of any people that may be at your skill level but have not decided to go pro.
5. If you have a community band ask the director if you could contact brass section players.

One of the most frustrating things is finding people that will COMMIT to a group and come to rehearsals and practice at home. I have found older, more mature players the best bet.
