You should be able to find a nice Besson compensating 3-valve Eb tuba for under $1000.
I bought one from a tubenetter about a year ago and it's (hands-down) the best horn I have
ever played. It is in tune with itself (all valve combinations) and with my section-mate who
plays a large King 4-valve Bb. The extent of the low range is obviously limited (down to A natural), so just play those really low notes up an octave. These horns show up on ebay from time to time.
