For a moderately priced tuba with a good sound, I would agree with Lew that the Jupiter 582 is one you would want to at least take a look at.
If you want something that can stand up to the 80 piece band, with a sweet big sound, and willing to consider a used horn, you might want to consider Rick Denney's 20J. If you like a nice big sound for modest cost, the 20J is tough to beat. Rick's horn is on Ebay.
