I found the passage I was trying to remember on P 34, where Farkas has just discussed how there seems to be no consistency in trombone mouthpiece placement. He now tackles the tuba:

"Much the same latitude of mouthpiece placement is found among tuba players as is found among trombonists. If there seems to be more consistency in placement among tuba players, it is perhaps because the large mouthpiece is stopped in its upward travel when the top of the rim touches the nose! Just as the trombonist's lip placement is less critical than the trumpeter's, because of the larger mouthpiece, the placement of the tuba player's lips is less critical than the placement of the trombonist's..."

Indeed the only tuba player shown is Arnold Jacobs, and the placement looks to be about 60-40 (and yup, he's playing the York).
