I know some people don't see this one as an effect pedal, but a volume pedal might be the first one, if you don't want to get it and the EQ or chorus as a package.
Many church/small room players like the feel of loud playing without having to back away from the string when playing soft. he can use that volume pedal to back the top end of the volume down and remain more confortable in his right hand (plucking)technique.
If money is not a problem, then the multipedal sets mentioned are a good way to go as long as you get quality equipment.
