Many players to puff their cheeks when playing, especially in the low register. I am one of them. I had very good teachers tell me this is a bad thing and would force me to keep my cheeks firm. These teachers had good intentions in that as a tubist, you should keep control of your embouchure. For me, when I quit worrying about keeping "firm" cheeks and started concentrating on relaxed air my sound began to really improve.
To directly answer your question, I doubt anybody consciously tries to pop out their cheeks. I certainly don't.
