Goodgigs makes a point about school pistons. Most schools pistons are not very well taken care of. I am not a tube player, but I play euphonium. Many of my tuba playing friends have discarded rotary tubas for nice, new Willson piston Tubas. One bought a Cand the othe an F. Also, one of my tuba friends recently bought a Perentucci (sp?) F with pistons. I have not played rotors, but I have been told that pistons last longer.
Don't just base your opinion on valve type, but brand as well. Try rotors and pistons of all brands you are interested in and get a teachers opinion on what sounds best for you.
