Roger Bobo's lecture (which I unfortunately missed) at the Tuba Conference last year referred to the fact that, no matter how many pitches are "fixed" in your Oxford edition, the Oxford bears little resemblance to the original manuscript. The best thing to do is to sometime get hold of the original manuscript (not printed) rental score (orchestra) and hand-copy the solo part off the score.

You'll find the total quantity of articulation markings in the original manuscript to be approximately 60% less in frequency than on the Oxford edition.
