Ditto for what Joe said. A mirror finish on the brass underneath the plating will result in a mirror finish on the silver plating. Dull brass--dull plating.
Do you own a dremel or Foredom tool? Try a felt bob and some rouge or tripoli buffing compound on the brass, then clean and replate.
Of course, all of this should be in Caswell's plating manual--which used to be offered gratis online, but perhaps not any more.
For interested parties, Caswell offers some "industrial grade" plating supplies, including copper, nickel and brass.
