How about electrically-actuated valves. Finger travel could then be a the few millimeters it takes to push a button, making the valves very fast. Also, the valves could be place anywhere on the tuba and the finger buttons could be made adjustable to fit any size and position of hand.

Valve movement could be automatically stopped using either photosensors or microswitches. This would eliminate the need for bumpers.

You could also have a programable button for trills.
