I have found and solved a similar problem on a couple of battered old tubas. There is a wire inside the rolled-over bell rim that rattles if it is loose. First I located the point on the rim that was buzzing, just as you described. Then I used pliers to squeeze that portion of the rolled-over rim and to roll it just a tiny bit more. In both cases the problem was solved on the first try and the scarring was practically invisible. On a smooth and shiny bell I would want to use smooth-jaw pliers, but that did not seem necessary on the tubas that I was messing with.
