I'm not sure that we always know that. Many composers probably wrote (and write) for the instrumentalists that are available at the place they are writing the piece.

In the past (prior to the latter 20th century phenomenon of "professional government composing" - where state univerities' composition departments have attempted to hijack the birthright of "serious music"), composers wrote music - not so much with the idea that it would be "preserved for posterity" - but so they could put on a show and get paid for a gig.
