Do you have a tuba teacher? If not, it might be a good idea to delay the purchase of a top-flight new tuba till you have a chance for a few lessons. Then talk over the prospect of a new tuba with your teacher and see what you think.
The big problem is that any musical instrument is a highly personal choice and it's difficult to make an informed choice when you don't have much to go on. Until you're in the position to make the choice, maybe you should settle for a good used instrument util you get a clear idea of what you want.
BBb-vs-CC is a subject that gets tossed around waaay too much on this BBS. You're young--if you learn to finger a BBb, learning to finger a CC isn't a huge obstacle, so the issue of key really shouldn't matter all that much.
