What abour the Del Staigers version of Carnival of Venice? The solo part is for Baritone, but you can transpose it down an octave, and it works. Trust me, I did it when I was in High School. It takes some effort in that it is a challenging part.
The only other pieces that I can think of, is The Suite for Tuba by Haddad. I believe it is transcribed for band.
Of course, there is the Vaughn-Williams, but that IS hard for the band.
I believe there are others...Bencriscruto (spelling?), Beversdorf, though I am not familiar with them.
Then there are a couple of tuba "features" that are out there, but may not be as challenging for the performer as you might want...
