Another popular option are the Dolly Bags. I don't have contact information, but you can ask around. The Dolly Bags have removable plastic inserts which give the bag a high degree of protection. Without the inserts, the bag has protection qualities about the same as a Reunion Blues bag.

$400 for a tuba gig bag is too high. You should be able to find a good bag for $150-250.

In regards to flying with a gig bag. I always use the bag itself for clothing and put the horn in a Johnson Case. This gives me plenty of luggage space for clothes, and a gig bag when I get there.
