The other post is correct. The parts are rental. If you play it, I would recommend "wind ensemble" instrumentation (35 or so instruments - one on a part) or you will have a circus.
When played in a symphony orchestra with a full compliment of pro-level strings, the same problems occur, in that the soloist has to virtually throw all dynamics below FF out the window.
