Two books that include mulitple levels of solos are by Herbert Wekselblatt. The one book is entitled "First Solos for the tuba player," and the other is called "Solos for the tuba player." Both books include fairly familar tunes and do a pretty good job at using the "cash register" (F four ledger lines below the bass clef to B flat above the staff) of the tuba. In the solos for the tuba player there are also some orchestra excerpts. The books also incorporate a variety of keys and time signatures. Hope this gives you a starting point.
