The behavior you describe is typical of all non-compensated tubas. Many tubists believe that non-compensated horns play more freely (less stuffy) than compensated horns, and adjust the slides and/or use alternative fingerings to correct the intonation. A good start is to play everything fingered 1&4 or lower down a half-step. See the fingering charts in the TIPS section of this BBS.
