It is likely that "General Levine-Eccentric" is not published for tuba. If you want to play it, I would recomend buying a copy of the Debussy piano preludes, or at least the book which contains "General Levine." Then listen to the Pokorny recording and go through and highlight every line that the tuba plays. Do this with the accompanist copy too so they will know which notes to leave out. Then play your highlighted part or write it out if you do not read treble clef. Voila...You just made a transcription.
It may not be the same key as Pokopny plays but it will work on tuba. I think the part goes as high as f above the staff and as low was pedal C.
