Hmmm. I've owned a 36K Conn fiber-sousa, and I've owned a HB21.
intonation:
36K -- very good with a few quirks using 3 valves
HB21 - very good with a few quirks using 5 valves
resonance:
36K -- excellent, but a few problems in the high register
HB21 - excellent, but a few problems in the low register
tone:
36K -- very "round" and nice
HB21 - very "smooth" and nice
durability:
36K -- quite tough
HB21 - fragile and easy to dent
craftsmanship:
36K -- very good - although lacking in "bells and whistles"
HB21 - very good, except for faulty #1 slide alignment
Sound-wise, which one would most band directors choose behind a screen?
