I have had it explained to me this way. Band music is written using flats in the key signatures for the most part. Orchestral music is written using sharps. BBb tubas are easier to finger in flat keys. CC tubas work better in the sharp keys. Either can play the other parts, just not as easily. I believe tone quality is more a matter of quality of the musician playing than anything else, and the quality of the horn also having some influance. In other words, a good tubist could play a middle class BBb instrument in a symphonic orchestra and sound better than a so-so tubist with a high quality CC.
