That would be a young Jarrod Williams, now Principal Tuba with the USNA Band in Annapolis.
My guess is that was around 1988 or '89, perhaps as early as '87. That is Jarrod's first CC tuba, a used Miraphone 186 5-U. The photo was taken at (1) the Republic High School (Missouri) Band room, (2) Missouri All-State Band, (3) Missouri R-III All District Band, or (4) The University of Kansas Midwestern Music Camp.
I would opt for Missouri All-State Band or the KU Music Camp, as those are the two things Jarrod and Sean would have done together between '87 and '89, before they became class mates at the University of Kansas later on.
