I used to have an Amati and periodically the valves got sticky. I took the valves out, washed them in hot water, rinsed well, and dried them. I swabbed the cylinders out with a shotgun cleaning rod, using a linen swab. I used Space Filler for tight valves and found that to work very well. You said you cleaned the valves and cylinders, but it sounds to me like you should do it again and try the Space Filler. It's expensive, but an oiling last a long time without redoing.
