I hear you on the troubles of getting into the lower register on a compensated Eb. I can get lots of volume in the 4th valve range (below A), but it requires an embouchure re-set to really blast it out - not much fun in loud, fast, passages. As long as that's my only complaint, I'm happy to live with it.

My last thought would be that it sounds to me like you might be best served by getting the Contra-bass tuba first, getting used to the new fingering if you must (I'm not touching the old BBb vs. CC thing) and re-evaluating your position then.

If appropriate, go for the F. If you feel like everything's covered with the Eb, keep it. It does sound like your priority is getting the contra-bass low and loud stuff covered though.

Then again, you may want to consider my opinions to be worth at least double what you paid for them and no more.
