No, the Parduba double-cup mouthpieces are very different from the Jet-tones. Modern versions of both are in the Brasswind catalog. Jet-tones used to be made by Bill Ratzenberger, who also ran the Continental Restaurant in Fairfield, Connecticut. His father was a tuba player. They are characterized by a fairly shallow cup and a very smooth venturi going into the throat, resulting in a very bright sound on trumpet or trombone. Bill told me he couldn't make tuba mouthpieces because his lathe wasn't big enough.
I used to work with a trombonist who used a Parduba double-cup mouthpiece. If you ran a finger from the rim into the cup it would go over a sharp ridge on the way to the throat. The objective seems to be to minimize the cup volume without confining the lip vibration. The result is a very shrill sound and a tendancy to go sharp on high notes.
