Only you can prevent forest-fires.....and rip-offs.
Yes there are "good" salesmen and women out there. However, you are never guaranteed to get one of these fine folks. Whether you are buying a car or a cow or a tuba, it is your preparation and knowledge that will defend you from "a bad deal."
If you are not sure if a particular horn is of quality, take your own "expert" with you. The expert can be a tuba playing friend, teacher, other musician, or the truth telling TAPE RECORDER!! (and a tuner!!)
If you think that you are not getting much for a trade in, keep the old horn and sell it yourself. If you think that the price is no good, then ask around.
If you have the opportunity, play every horn in the place and take notes. Write down the brand and model and serial number of every horn you play, the horns of your friends included. You might find that you are partial to prewar kings or the newer redesigned 2145.
Be wise.
