The problem is that many tubas are never marked with a serial number, especially when made for the German market. This has been discussed here before.

The other problem is that ebay doesn't monitor anything. All they do is put buyers and sellers together, except that in some cases they will ban sellers who cheat their buyers and vice versa. They also have some buyer-protection insurance. One of the prices you pay for access to so many choices is relatively few rules for what may be listed.

In this case, the removal of the serial number is clearly shown in the photos, so that anyone with eyes can see it and decide for themselves what to do about it.
