Heck, a patent search will show the idea adapted to taking dents out of auto bodies using a big electromagnet using a big backing "spud" to roll down the metal. The problem is that strong economical permanent magnets haven't been around forever. But if one knows where to look, one can find almost-lethal strength NdFeB magnets and any local bearing or fastener jobber will be able to get precision-ground and polished carbon-steel ball bearings rather inexpensively.

The idea does work, within limits (don't use it on extremely thin brass, such as a bell) and don't expect perfect results in all cases. But for that dent in the top bow, where you'd otherwise have to pull the horn apart and struggle with rods and balls, it's pretty durned good. I see it as a real plus for school band directors and have referred a couple to UMI for the real thing.
