Reading both of yoru postings leads me to one suggestion, that would not stretch anybodys budget beyond maybe some part writing.
The tenor range should be covered by the trombones and the contrabass range by the bass.
The bass line would be very much improved just by having you playing it on the euph one octave over the bass. Depending on the bass notation you might even be able to read directly from the bass part.
