E flats are good all-round instruments (band, solo, quintet, etc). You wouldn't want to play an F in band: it's nice to have the tone and volume on the low notes that the bigger tuba can give you.
I wouldn't treat it like transposition, but rather just a new set of fingering for the same notes. It's not so hard if you immerse yourself in it (ie practice a lot, and don't swap back and forth between BB flat and E flat for a short while) and start with easy repertoire.
