I did a little search and turned up this page.  It's got some interesting comments.  According to their research, a dead-soft (annealed bell) would yield a very dark sound.  A hardened bell would yield a brighter sound.  I spent a couple of years manufacturing automobile horns.  The same physics apply to all accoustics....  doesn't matter much whether it's a car horn, a tuba, or a kazoo.
