When thinking about the similar situation with C vs. Bb trumpets (a much more common consideration than CC vs. BBb tubas) even I - with my limited trumpeting ability - can tell that a C trumpet speaks more quickly than its sister Bb. With the bugle part of either instrument constantly staying the same length, of course occasionally the C trumpet / tuba will end up actually being longer on the same note (partials, etc.) but for the most part the V-shaped bugle + cylindrial tubing to make up the difference in length (on a C trumpet / tuba) is less overall volume than than a continuous Bb V-shaped bugle of the same length.
