One interpretation of this movement that I've never seen in print, was that "bydło" was (and still is) used by Russians (Belorussians and Ukranians too) in a pejorative sense, particularly in Belarus and the Ukraine. Used to refer to peasantry as rabble (human cattle), now tending to insult one who is thought to be mentally slow.

So old Modest might have meant the people riding in the oxcart or the oxen pulling it.
