I recommend the University of Kansas. Scott Watson teaches tuba there and he is fantastic. You'll get so much more than fundamentals and he's a full time faculty member.
John Lynch is the wind ensmemble conductor and teaches conducting. They have a interim conductor over the orchestra, but I hear he's really good. I think that Scott Watson and John Lynch are worth their weight in gold!
