Of course. And the odd overtones in tuba sound gives it its character, too. But in octaves, you'll hear tuba sounds, plus an additional odd-overtone sound made up of those odd overtones, which may make it sound more like a tuba and a contra-bassoon instead of two tubas. That is not necessarily a bad effect, but it ought to be done on purpose.
