Bevan's latest edition of The Tuba Family shows a Boosey F tuba from about the turn of the last century that had a similar configuration. He called it a cavalry tuba, intended to be able to be played with only the right hand, with occasional contributions from the left hand (while also hold the reins, one assumes).

That instrument had a different taper design than this one, with a shorter arrangement and a wider bell flare, and it reminded me strongly of a Yamaha 621. But it had exactly the same valve arrangement as the horn on ebay.
