I've personally never heard of a half-step fifth valve. Maybe you were thinking of a whole step. I know that one of the more common setups for a fifth valve is a flat whole step. This acts basically like the first valve but it is tuned slightly flat. The reason for this is that it makes it easier to play in the low register because you don't need to be pulling out the first valve slide all the time for notes like low F. Another common setup is the 2-3 configuration. Basically it substitutes for the second and third valves in the low range. But I don't know too much else about it because I've never played a tuba with that configuration.
