This is one of those classic "apples" vs "oranges" questions that won't spawn you a straight answer. They both have their advantages, but are two completely different animals.
However, I would venture to say that most Eb tubas I played have a rounder sound with a more stable lower register. Conversely, most F tubas I played have a brighter sound with a more secure upper register. Of course, these traits are highly subjective are vary greatly depending on the player, tuba, and mouthpiece. Also, the selection and quality of these tubas have improved somewhat over the years, so that makes what I said even more subjecive.
Beyond that, there is an endless debate about which is "better". I believe they both have their place and uniqueness. Play them yourself before you listen to advice.
