Cerveny rotary tubas use a time-tested design, but they are not made consistently. If you find a good one, it will serve you well. But they are soft and require extra care.

Whether you can play soft melodies on it is up to you. The instrument can only go where you take it. I suspect a good Cerveny would not hold you back.

There are other options in that price range, including used rotary instrument of more consistent quality by VMI and Miraphone.

By the way, what is a professional instrument? Any instrument that you can play for money is a professional instrument, it seems to me. All of the above fall into that category, if you have the skills. If by that you mean an instrument that would not hold back a top professional, then that is too hard a question to answer on a forum like this.
