Actually JSU uses Conn 20J and 24J tubas with front facing bells. And by the way, I saw a marching band use concert tubas once (Miami Coral Park H.S.). I'm sure those kids were fine players, but no one in the audience that night will ever know. The Mirafones they were using could barely be heard.
