I'm not really sure about this, but from my college classes on materials science, the properties of steel and brass could be sufficiently different to create some problems. Brass is quite a bit softer than steel and, assuming the pops-a-dent works properly on a steel bodied car, it might work a little too well on a softer brass instrument. There's also the issue of the finish on the tuba having different properties than a car. The glue may stick too well or not well enough.
It might be worth a try if you could find a horn that you really didn't care about, but given all of those variables, I would be suprised if you could get anything close to what a skilled repair person could get.
