I used to play in a concert band where the band director would use the "T.I.P.P.S." book, which emphasizes one key signature per "set" of exercises. He would warm up the band with one "set" per day, going through all of the sets every couple of weeks or so.

As to "48 scales"? I don't practice them every day, nor every week... I review 'em fairly often in different forms (plain ol' scales, scales in thirds, etc.)... No private lesson teacher ever dictated that I learn them, nor did I ever "sit down" to learn them. My fingers learned all of them simply from playing endless hours of walking bass lines on bandstands. Somehow, though, I don't think most high school/college age tuba players will have these (very fortunate) opportunities to be paid to learn their scales.
