440 hz VS 443 hz.

I have heard that European tubas are usually tuned to a 443 hz, while American tubas are tuned to 440. This has me confused. What does it mean to say that a tuba is "tuned" to a certain frequency? What note is the tuning based on? Different notes would have different frequencies. Also, what is the difference sound/tone wise between the two? What are the pros and cons of each?
