Yes, but the prevalve trumpets were about twice as long as a modern trumpet, thus making the usable intervals within reach of a trumpet-sized mouthpiece.
To play this stuff on a tuba, you would need to be a trombone or euph player, or have some seriously good high chops.
Or aquire a BBBb/CCC tuba.
