Actually it is the EU, which rules work permits. Non-EU citizens winning auditions only are given work permits for one or two years. They will have to re-audition for tenure.

In my country it has been a problem, that the elite among the younger Danish string players have been able to support an acceptable living as soloists and chamber musicians, so that they don't audition for orchestra spots. The "second" division of still very good players has not been able to beat the Eastern European applicants, so some of our regional orchestras have experienced big linguistic communication problems.

The Scandinavian countries (Denmark, Norway, Sweden) have a long tradition of forming one big common work force, so we have had a Norwegian in Danish uniform conducting a military band and several Swedish and Norwegian players on prominent posts in all of our orchestras.

On the other hand Michael Lind is a Dane, even if his career has been made in Sweden. The borders in all of Western Europe are less important now. Jens Bjørn-Larsen is a tuba professor in Germany now. Bob Tucci has had a Dane as his fellow tubist in Munich (the name escapes me right now (Schumacher?)), but that guy now is the artistic director of a Swedish orchestra.
